It was the Iberian tribes, before the arrival of the Romans, that started curing pork hams, but when the Romans realized how exquisite it was to be able to eat pork in that way, they adopted the recipe and spread it throughout their vast Empire. There are written records of the curing method, which they called pork cecina.
Curing methods have basically remained the same, as well as the appreciation of the meaty delicacy. Martial, the Roman poet, even wrote a verse in which he asked for a ham to be brought over to him from Hispania.
Roman hams were exported throughout the Empire at a high price. Only the richest Roman patrons could afford them.
